One option is to use a dedicated itemgroup:

\defineitemgroup[parenlist][symbol=a, right=), stopper=]
\starttext
\startitemize[n]
   \item One
   \item Two
     \startparenlist
     \item One
     \item Two
     \stopparenlist
   \item Three
     \startitemize[n]
      \item One
      \item Two
    \stopitemize
\stopitemize
\stoptext
