Hmm... is this supposed to work? It does not work in MkII at all.
In MkII, the following works
\starttext
\startitemize[n,repeat]
\item first
\item second
\startitemize[n]
\item second.1
\item second.2
\stopitemize
\stopitemize
\stoptext
but in MkIV, the first level of itemizations are missing.
