indent files are for specifying filetype specific indent expressions. See
:he indent-expression

Yes, it will indent it as

\setuphead[subsection]
           [number=no,
           after={\blank[medium]},
           before={\placefloats},
           textcommand=\mysubsectionhead]

It also does some simple indentation with \start ... \stop, itemize, and 
\NC.
