The example shows the problem:
\usemodule[letter]
\starttext
\startletter
\startitemize
\item Lines are broken
at the same places as the input text.
Strange...
\stopitemize
\stopletter
\stoptext

Excuse me, the problem has nothing to do with itemize. Here a smaller
example:
\usemodule[letter]

\startletter

at the same places as the input text.
