Perhaps the example was a bit too minimal. With this change, notice the
output of
\setupfootnotes
[location=columns]
\setupcolumns[balance=no]
\starttext
\startcolumns
Don Knuth's\footnote{The creator of \TEX} quote:
\input knuth
\stopcolumns
\stoptext
Notice the box0 in the 2nd column.
