Why not just increase the value of leftoffset and rightoffset?

         location=paragraph,
         color=black,
         background=color,
         backgroundcolor=blue:2,
         framecolor=green:2,
         leftoffset=1cm,
         rightoffset=1cm,
         style=italic,
         corner=round,
         frame=on]

\startFramedText

\stopFramedText
