Yes, it took me a long time to figure that out.

I realized that the previous example was wrong. A better example is this:

\setuppublications[alternative=apa,sorttype=bbl]

does not work because bxml-apa.mkiv is loaded at \starttext and it resets 
the sorttype. Maybe we need a publicationalternative command

\definepublicationalternative[myalternative][apa]
%inherits all values from apa

\setuppublications[myalternative][sortype=bbl]
% change the value of sort type

\setuppublications[alternative=myalternative]
