Simpler example:
\def\A{\halign \bgroup ## \crcr}
\unexpanded\def\B{\crcr\egroup}
\def\C{\crcr\egroup}
\starttext
\ruledvbox{\A A \cr B \cr \B}
\ruledvbox{\A A \cr B \cr \C}
\stoptext
Same results with MkII and MkIV, so this is not a luatex issue.
