In the archlinux PKGBUILD that I maintain, I use the following setuptex:

TEXMFCACHE=$HOME/texmf-cache
export TEXMFCACHE
unset TEXINPUTS MPINPUTS MFINPUTS
PATH=$TEXMFOS/bin:$PATH

OSFONTDIR="$HOME/.fonts;/usr/share/fonts;"
export OSFONTDIR
