This can be a problem with the columns mechanism. You can try to disable 
balancing with

\setupindex[balance=no]

or disable columns for the index and flush the content within a columns 
environment.

\startmixedcolumns %[grid=no]
\placeindex[n=1]
\stopmixedcolumns
