I believe this was the problem. I recently upgraded to MikTeX 2.7, but
I also moved my packages with: mpm [snip] --import-all. I guess that
imported old files. (Ironic step to include in an upgrade, eh?)

I am now able to compile the above example with:

texexec --xtx test
