I think this is one way:

\startuseMPgraphic{ARule}
 draw origin -- (\MPvar{mylength},0) ;
\stopuseMPgraphic

\def\ARule#1{%
\setupMPvariables[ARule][mylength=#1]
\useMPgraphic{ARule}
}

\starttext
Foo \ARule{5mm} bar \ARule{10mm}
\stoptext
