Doesn't work for me.  Test document:

------ xetex-invocation-engine.tex--------
% engine=xetex

And I get the attached results from 'texexec 
xetex-invocation-engine.tex'.  Looks like for some reason ConTeXt still 
assumes PDFTeX somewhere and loads spec-tpd.tex.
