your example inspired me to searche a bit more and I found a solution 
for what I wanted to achive:

\setupinteraction[state=start]

\useURL[ntg-www] [http://www.ntg.nl]


\starttext

\gotobox{\framed[width=4cm,height=4cm]{gotobox}}[URL(ntg-www)]

\stoptext
