Please, apply the attached patch upstream. It fixed the problem for me.

Another problem fixed by my patch:

\definereferenceformat[ineq][text=equation]
\starttext
\placeformula[first]
\startformula 1=1\stopformula
\ineq[first]
\stoptext
printed "1", not "equation 1".
