Try this:
\definefont[arab][name:arial*arabic at 18pt]
\define[1]\awort{{\hbox{\setupalign[r2l]\arab#1}}}
\starttext
\awort{بِالصَّالِحِينَ}\blank
\awort{\inframed[align=r2l]{بِالصَّالِحِينَ}}
\stoptext
\inframed needs alignment!
