\hbox to\textwidth{\hfil a\hfil b\hfil c\hfil}

I was thinking about \st-combination, too:

   \startcombination[3*1]
     {a}
     {b}
     {c}
   \stopcombination

But \st-combination doesn't work with non-floats.
