BTW - Your code seems to work even without \blank[-line]:

   [footnote]
   [after={\switchtobodyfont[\noteparameter{bodyfont}]}]

\setupnotation
   [footnote]
   [
     after={\blank[line]},
     indenting={yes,medium},
   ]

\starttext

\input knuth\footnote{\input knuth }

\input ward\footnote{\input ward }

\stoptext
