I don't know what you really want to do, but an example of computation  
could look like this:

\newdimen\myfigwidth
\newdimen\myfigurewidth
\def\myscale{.63}

\figurewidth=23pt
\myfigwidth=\dimexpr(\myscale\myfigurewidth)

\starttext
\the\myfigwidth
\stoptext
