These are already part of the distribution. Just one caveat: you need to use

\usemodule[tikz]
\usemodule[pgfplots]

Directly loading 

\usemodule[pgfplots]

will not work as the t-pgfplots module explicitly loads t-tikz, which does not work with LMTX.
