FWIW The Chicago Manual of Style and the New Hart's rules (OUP house style) place illustrations before tables. In New Hart's 2014 §1.2.1 the list of front-matter elements has: ... contents lists of illustrations, figures, and maps list of tables ... In the Chicago 16th ed, 2010, §1.38 the text only says "In books containing various kinds of illustrations, the list may be divided into sections headed, for examples, Figures, Tables (see fig 1.6) or Plates, Drawings, Maps." But the fig. 1.6 does show figure before tables.
