It seems to be easy to compile pandoc on the new Raspberry Pi 4. I uploaded pandoc 2.7.3 compiled on RPi4 (32bit) in https://github.com/ickc/pandoc-arm/releases . Let me know if you think it is useful to continue to provide this.
