Subject: can pandoc create a Word doc with Styles froma Word Doc or PDF that has footnotes and hardcoded pages

I need an app that can parse page numbers and formatting that should be
handled by styles from a student's document that has many footnotes, but
either due to starting without styles, or by converting to PDF and back to
Word, they have lost their styles.
I'm a librarian who is responsible for receiving their PDF documents and
posting them online, and (in btter times) sending the printed copies to the
binder. This happens every May when someone is up against the deadline and
they look to me for suport. I'm sure such an application exists, but my
first stop in Googling it is here.
Any suggestions?
The thesis I'm dealing with now denotes the footnote number in 6pt type,
and at the bottom of the page, there's an underscored line of spaces
instead of a rule, then the footnotes are hardcoded with footnote number
and citation The page numbers are hardcoded. The section breaks are
properly inserted.
Thanks,
Cindy
