Hi,
I'm trying to use citations in German and running into s= ome issues with the locators here.

A minimal-ish example:

bibliography.bib:
= @Article{Mueller= 2015,
        author =3D {Frank M=C3=BCller},
&nb= sp;       title  =3D {This is annyoing},
  &nbs= p;     year   =3D {2015},
}

<= br>
Let's start with English, where everything works as expect= ed (locators in parenthesis):
---
lang: en-US
filters:
  - type= : citeproc
bibliography:
  - bibliography.bib
---

Cita= tion with nothing: [@Mueller2015, 12].

Citation with English page: [= @Mueller2015, p. 12].

Citation with English chapter: [@Mueller2015, = chap. 12].

becomes:
<= ;p>Citation with nothing:<span class=3D"citation" data-cites=3D"Muell= er2015"><sup>[1(p. 12)]</sup></span>.</p>
<= ;p>Citation with English page:<span class=3D"citation" data-cites=3D"= Mueller2015"><sup>[1(p. 12)]</sup></span>.</p><p>Citation with English chapter:<span class=3D"citation" data-c= ites=3D"Mueller2015"><sup>[1(Chapter 12)]</sup></span>= .</p>

Now let's set the lan= guage to German and use German locators as in locales-de-= DE.xml.

---
lang: de-DE
filters:
  - type: c= iteproc
bibliography:
  - bibliography.bib
---

Citatio= n with nothing: [@Mueller2015, 12].

Citation with English page: [@Mu= eller2015, p. 12].

Citation with German page: [@Mueller2015, S. 12].=

Citation with German chapter: [@Mueller2015, Kap. 2].
=

becomes:
=

<p>Citation with nothing:<span class=3D"citation" data-cites= =3D"Mueller2015"><sup>[1(S. 12)]</sup></span>.</p&g= t;
<p>Citation with English page:<span class=3D"citation" data-= cites=3D"Mueller2015"><sup>[1, p. 12]</sup></span>= ;.</p>
<p>Citation with German page:<span class=3D"citati= on" data-cites=3D"Mueller2015">[1, S. 12]</spa= n>.</p>
<p>Citation with German chapter:<span class=3D= "citation" data-cites=3D"Mueller2015"><sup>[1, Kap. 2]</sup>= </span>.</p>

As you = can see the German locators are not recognized with a German locale.
<= div>
For this example I'm using the APA numeric style, but I could reproduce the issue with any = CSL style that I tried (and that differentiates between suffix and locator)= .

I hope that I provided enough information, I'll = provide more if requested.
Also let me know if I should create an= GitHub issue for this - I just assumed that the issue was on my side :)

Thanks in advance.
