Currently the dev version uses Compact style for paragraphs in compact lists and Normal for paragraphs in loose lists. So your suggestion would be to define a new style, something like CompactList and NormalList? These would inherit from Compact and Normal but could be customized. I'm not sure what other combinations would be needed. You mention tables, but what happens when you have, e.g. a list in a table?
