Right, there is the additional curiosity that the subtitle had a single 
quote in it, so Pranesh' original yaml should read something like this on 
reflection:

     ---
     title: 'Invisible Censorship: A Look at India''s Information 
Technology Act'
     author: Pranesh Prakash
     date: January 14, 2014
     ...

My new pandoc is indeed happy with _ranjit_1964
