Citation rendering

I'm doing `pandoc --bibliography=foo.bib -o foo.pdf foo.md` with the .deb 
for 2.1. When I have references that look like  `[@smith04; @doe99]` I get 
references like '[Smith (2004); Doe (1999)]'. It looks like I'm getting 
inline citations inside brackets, not bracketed citations.

Has something changed in pandoc, pandoc-citeproc, or the embedded CSL? (I 
can't see anything relevant in recent commits but I could well be missing 
something.)

I'm not able to reproduce this.  Can you give an exact
example, with input and command line, that gives you this
result?

It turns out that it only happens in footnotes. Sorry about that.

Command: pandoc --bibliography=foo.bib foo.md

Reverting to 2.06 avoids the issue.

Because this occurs in footnotes, marked with brackets, I wonder whether 
this commit is the cause:
