Add the stretch repository to your /etc/apt/sources.list by adding this line...

deb http://mirrordirector.raspbian.org/raspbian/ stretch main contrib non-free rpi

then execute the commands:

sudo apt-get update

sudo apt-get install pandoc

This will install pandoc 1.17.2.
