That means that the package letltxmacro is not installed. What TeX-Distribution are you using ? TeXlive should contain this package. With MikTeX you might want to check whether on-the-fly package installation is enabled.

This indicates that your latex installation is missing one of
the packages needed by pandoc.  You'll need to install this --
but how you do that depends on how you've installed latex.
