Subject: Pandoc LaTeX Partials only having a Single $

Uniquely, including a partial like so: ${ TitlePage() } has only a single
$ marker. This is unlike every other variable or command inside LaTeX. Not
only does this seem awkward given the other variables, but at least for my
parser causes problems with auto-color of variables.

A quick fix is including an empty partial under each partial -- parsers
seeing the 2nd $ as a "closer" -- but I'm somewhat perplexed why we have
this behavior to begin with since no other command has only a single $ as
far as I know.
