You're not expected to create them. Pandoc works fine without
them. But if you did have them, it could be implicitly using
a reference-doc defined there, so I wanted to rule that out.

Well, I can't reproduce your issue or think of anything that
could be causing it.

Please use pandoc --version and be sure you're running the
latest version (2.13).
