I believe that is the reason why=20 Zotero does not want to load it. You can type there anything and Zotero=20 loads. But also, the content of the file can be copied to Zotero's style=20 editor. There, it works. Zotero produces the expected output. I am using Zotero 5.0.96.2 and Pandoc 2.14.1.
