pandoc 2.7.2 with default.latex template

When using a latex document class which sets the pandoc variable 
has-frontmatter, the \backmatter command is correctly placed before the 
bibliography when using biblatex. However, when using pandoc-citeproc 
(my preference), \backmatter is placed *after* the bibliography. Any 
suggestions on how to get it placed before the bibliography 
(include-after is too late) and not repeated?
