When using csquotes, it doesn't seem to affect citeproc output. My guess is
that csquotes processing is done before citeproc?
Is there a way to make csquotes processing take place after citeproc so
that quotes in bibliographies are included?

IDK regarding your question.
But, you can have a look at csquotes \MakeAutoQuote command
\MakeAutoQuote{„}{“}
\MakeAutoQuote*{‚}{‘}
This will make „“‚‘ active, that is, these characters will be equivalent to csquotes commands
„ -> \enquote{
“ -> }
‚ -> \enquote*{
‘ -> }
That way, you should be able to control the quotes via csquotes.

citeproc does its own quotation resolution, using the locale information from CSL.
