Hi,

I have a markdown document with some gene= ric quotes (" ") that I want to transform to language-specific quotes (in t= he case of Spanish,  =C2=AB =C2=BB) in a PDF output using pdfLaTeX. Ac= cording to the Pandoc User's Guide [1],

> ... `= csquotes` will be used for typography if the `csquotes` variable or metadat= a field is set to a true value.

When I set `csquot= es: true` in the metadata block of the document, the string `"some text"` i= s correctly transformed to `\enquote{some text}` in the TeX file, but the p= ackage csquotes is not loaded. Therefore, I also need to write `\usepackage= {csquotes}` under the header-includes block to obtain the desired result or= , alternatively, add the following to the default.latex template:

$if(csquotes)$
\usepackage{csquotes}
$e= ndif$

I would have thought that setting `csquotes:= true` alone would take care of loading the package too. Is this the intend= ed behaviour?
