I'm converting markdown files to an epub. I use a yaml file to set up the
options. I discovered that if I set a css value, TOC items will be
numbered, even if number-sections is false. Is this a bug or am I missing
something? Is my yaml:
from: commonmark+pipe_tables+smart
to: epub3
log-file: pandoc.log
wrap: none
metadata-files:
- meta.yaml
epub-metadata: meta.xml
resource-path:
- resources
css:
- ..\mss\swan.css
epub-chapter-level: 3
table-of-contents: true
number-sections: false
input-files:
- ..\mss\000 Main Front Matter\004 Illustrations.md

I can't reproduce this. What version of pandoc are you using?

pandoc.exe 2.11.0.4
Compiled with pandoc-types 1.22, texmath 0.12.0.3, skylighting 0.10.0.3,
citeproc 0.1.0.3, ipynb 0.1
I think the issue is that when you specify a css file, the built-in css is
excluded. I expected the custom css to just be added.
