Using Chrome PRINT generates a PDF that does not display but is NOT the
attached file. (chrome version: Version 58.0.3029.96 (64-bit),
debian/jessie)
whereas using firefox on gets vial PDF file. (firefox version 53.0
(64-bit) via google.com debian [package])

Sorry, I'm not sure what the issue is from your description.
If the issue is with a firewall, why think there's a problem
with pandoc?
If there is reason to think there's a problem with pandoc,
can you provide an example that we can actually test with,
including the needed input files? (Preferably a minimal
one.)

I have no idea whether pandoc is the problem. I suppose my posting
this is because browswers have no problem getting the page? I thought
perhaps that one could make pandoc look like a chrome browser? And
then perhaps
have the problem solved.
