When pandoc converts my latex file to epub it create 3 pages. The first
page is the title page, the second page has the title at the top then "=
Opt", the third page is the converted latex content. Is there any way to
replace "= Opt" with the contents of another file, using the pandoc command
line?

You've probably got a latex command in your file that pandoc
doesn't understand, so the argument to the command is being
passed through. Hard to say without an example to reproduce
this.
