Right. It's not as easy as it sounds. Allowing this would require
significant changes in citeproc-hs.

Sorry I'm late on this.
The citeproc-hs side wouldn't be that difficult, actually -- generating
a link with the citation id would be quite easy. The problem is
generating the anchor in the linked bibliographic entry. As far as I
know something like this would require specific support in the pandoc
datatype. Am I right?

Well, one could use RawInline "html" elements to insert anchors. Of course,
they'd only work in HTML. I suppose one could ALSO insert a RawInline
"latex" element. This would give us support in both HTML and LaTeX.
But maybe it would be better to add a native Anchor element to pandoc. I
think there are probably independent reasons to do this.
