Probably not. If you convert from tex to docx, you will be limited to what the internal of pandoc offers. The filters you are looking for add functionality usually by additional syntax defined and processed by the intermediate filter. So if you throw in a general tex, it won't work. May be you can talk more what's the expectation and needs from tex to docx.
