Pandoc is attempting to execute as binary metadata values with whitespaces on CLI

I'm using Pandoc as a static site build with a Makefile, I recently updated 
to .

pandoc 3.1.6.1
Features: +server +lua
Scripting engine: Lua 5.4

And when running this command:

I get this output.

So previously I issued this issue with the date, which was `2023-01-26 
14:39:04 -0800`, and it was trying to interpret the `-0` as a flag, and 
these two behaviors make me think that there is an issue with the CLI 
command parser.

Any ideas on how I can fix this for my CLI script?
Is this an actual issue?

This used to work before my update.
