Confused about citeproc vs pandoc-citeproc

Dear All,

I am reading this : https://github.com/jgm/pandoc-citeproc

It says : 

*Note: This package is no longer maintained. Pandoc now uses the citeproc 
<https://github.com/jgm/citeproc> library, and no external filter is 
needed.*

This package provides a library and executable to facilitate the use of 
citeproc with pandoc 1.12 and greater. (Earlier versions of pandoc have 
integrated citeproc support.)

What I do not understand is :

Should not the LATER versions of pandoc have integrated citeproc support ? 
How can the  NEW citeproc library be integrated into the EARLIER versions 
of pandoc? 

Please clarify.
