pandoc rejects html raw block

I run pandoc against the followng html code that lives all by itself in a 
separate .md file:

When I run a pandoc conversion the resulting epub contains this (valid) 
html code  block wrapped in <pre></pre> tags suggesting the html code was 
not even recognized as such. 

As a result  the epub file has the actual html code instead of the intended 
text.

The command I run is 

``
pandoc -o epub/index.epub md/title.txt md/ch* --css=css/stylesheet.css
``

Any idea what might be causing the problem?
