Subject: Preventing outer list items from being paras (when the inner list is styled)

Dear all,

I want to style some outer and inner lists and ideally all the list items
would be plain rather than paras. However, I can't see how to apply the
inner style without a blank line, which forces the outer items to be paras.
I know I can work around this via a lua filter or CSS but is it possible to
do it directly?

Please see this 'try pandoc' link. Here I'm using commonmark_x but I've
also tried with regular markdown and fenced divs (with the same result).
