You're not doing anything wrong. Just read the
last paragraph of the Description in
https://pandoc.org/MANUAL.html

If you just want a PDF that looks exactly like the
docx itself, pandoc isn't the tool to use.  On a Mac,
you could use Word itself (print to PDF).  This might
be scriptable, I don't know.  Perhaps LibreOffice
could also do it.
