through pandoc 2.14.0.1 I get

I see the .pdfhref L call to generate a link to a destination, but in
“References” section I don't see any .pdfhref M calls to create the
destination for the link.

I'm guessing your target format is ms? You're right that
something is missing here.  Why don't you submit an issue on the
tracker. (Ideally, including what the generated ms should look
like.)
