Similar things happen with other styles as well, e.g., nature, but not in pandoc's default style (chicago-author-date). Also, it should be blocking the case transform on login and it isn't. Have you tried converting this to CSL JSON and using the same stylesheet with Zotero/citeproc.js? That would tell us if there is a bug in citeproc or if this is expected behavior.
