Yes, you're right.

One of the Lua filters in the official repo replaces the Quoted elements with typographic quotes. Since the transformation is performed on the AST, it will apply to all output formats. https://github.com/pandoc/lua-filters/tree/master/pandoc-quotes.lua

In your case, you would just have to write in your YAML block:

lang: en-GB
quot-lang: en-US
