If I understand the question correctly, it has to do with the fact that the LaTeX reader doesn't read the line \babelprovide[main,import]{french} from the file produced by `pandoc sample.md -s -o sample.tex`, as the following command evidences:
$ pandoc -t latex -s <<< '
