IDK regarding your question.
But, you can have a look at csquotes \MakeAutoQuote command
\MakeAutoQuote{„}{“}
\MakeAutoQuote*{‚}{‘}
This will make „“‚‘ active, that is, these characters will be equivalent to csquotes commands
„ -> \enquote{
“ -> }
‚ -> \enquote*{
‘ -> }
That way, you should be able to control the quotes via csquotes.

When using csquotes, it doesn't seem to affect citeproc output. My guess is that csquotes processing is done before citeproc?
Is there a way to make csquotes processing take place after citeproc so that quotes in bibliographies are included?
